Testing of an innovative approach for the creation of a management plan for Transnational Pilot River Basin Lusatian Neisse in accordance with the EU Water Framework Directive

The Lusatian River Basin was chosen by the water directors of the federal states as Pilot River Basin for testing of the following CIS Guidance Documents:

  • Horizontal guidance document 'Identification of water bodies'
  • Guidance on the analysis of pressures and impacts (IMPRESS),
  • Guidance on the classification of inland surface water status  and reference conditions (REFCOND),
  • Guidance on monitoring (MONITORING).

The testing of coherence, feasibility, and efficiency by implementing the Guidance Documents mentioned above will be the main goal of the project.
The results obtained in the river basin of the Lausitzer Neiße/Oder will be assigned to general water management issues, focussing to optimize the European guidance papers. Thus the project aims to support the further development of the CIS-Guidance-Documents as a part of the implementation process of the European Water Framework Directive.
The project in the German part of the river basin is funded by the German Federal Environmental Agency (Umweltbundesamt, UBA), supporting the Environmental Agency (StUFA) of Bautzen. The consulting team Ingenieurgesellschaft Prof. Dr. Sieker mbH & umweltbüro essen was hired to test the guidance documents and to assist the coordination of the international project.
For the Polish part the Wroclaw Regional Water Management in Wroclaw (RZGW) is responsible. In the Czech Republic work will be coordinated by the water boards Povodi Labe and  Povodi Ohre.
